Data loading are one of the items that are sometimes hard to do within a Application. Mostly it's not as simple is loading a exact same copy from location A to location B and often data needs to get transformed because of encoding needs, or needs to have type checking for data, float or integer values or combining data from multiple data sources.
Ususally using a ETL (Extract Transform Load) tool is the better choice for data loading processes, even for one-time-loading during development times where it's often needed to re-load data during before putting the data into production.
Jasper ETL can load smaller and larger datasets at ease, but what's more important, using such a ETL tool in which you can graphically build the ETL process, it allows for much easer handling of changes request then handling this in a home-brew scripting language this is specially use full within larger teams.
Jasper ETL generates Java or perl code that get's compiled into a package. This can then be executes on a server with Sun's Java runtime installed. Then get's scared away that it uses Java though! You don't need to know any java for simple jobs, and even for the post complex job only a minimal of java knowledge is required.
With Jasper ETL I have been doing quite a number of installations that are run on-demand using a Adobe Flex interface or ran from command line executed by other applications.
